Pursuant to Decision No. 2686 / QD – BCDQG dated May 31, 2021 of the National Steering Committee for the prevention and control of respiratory diseases caused by the new strain of Corona virus; Decision No. 3989 / QD – BYT dated August 18, 2021 of the Ministry of Health on promulgating Criteria for controlling the Covid – 19 epidemic in localities implementing social distancing according to Directive No. 16 / CT – TTg March 31, 2020 of the Prime Minister.
By September 23, 2021, the Covid-19 epidemic situation in Khanh Hoa province was basically under control, the Provincial People’s Committee decided to continue implementing Directive No. 18 / CT – CTUBND dated September 7, 2021 of the Chairman of Khanh Hoa Provincial People’s Committee on the application of epidemic prevention measures corresponding to each level of risk in villages and residential groups in Khanh Hoa province from 0:00 on September 24, 2021 until there are new announcements , including some adjustments and additions as follows :
1. Operations of enterprises, factories, construction sites, production and business establishments shall comply with the guidance of Khanh Hoa Province’s Steering Committee for Covid-19 Prevention and Control in Document No. 8692/ Board of Directors and Instruction No. 8693 / HD-BCD dated September 7, 2021 .
2. For villages, residential groups in yellow and green areas of Van Ninh, Cam Lam and Dien Khanh districts; Ninh Hoa town ; the cities of Nha Trang , Cam Ranh .
a) People are allowed to exercise outdoors in parks; practice tennis , golf ( in the green zone at the tourist service establishments permitted to operate ) ; are allowed to go to markets and supermarkets within the administrative boundaries of the district, but must comply with the 5K principle. Assign chairpersons of district-level People’s Committees to decide on specific conditions and methods on conditions, frequency, scope… to control their local people’s going to exercise, to the market, to supermarkets.
b) Establishments, shops that do business, provide services and repair electricity, water, telecommunications, motorbikes, cars, hairdressing, hair-dressing services, and selling groceries are allowed to operate under the condition that the owner establishments and shops must register and be approved by the commune-level People’s Committee when they have fully ensured the safety measures to prevent and control the epidemic. In which, sellers, working at establishments and shops must wear masks, drop-proof glass panels, arrange separations, line in and out, have intermediate desks for delivery/receipt of goods, and papers. Confirmation of the shop owner, certificate of negative test result for SARS – CoV – 2 within 72 hours or having received the second Covid-19 vaccine after 14 days or the person has recovered from the disease Covid – 19 and complete the prescribed isolation period.
3. Agencies, units and localities; socio-political organizations; enterprises, production and business establishments; Education and training institutions , vocational training , … in the province are responsible for organizing the implementation of community screening and testing at their agencies , units and localities to prevent and control the Covid-19 epidemic . – 19 according to Official Letter No. 8692 / BCD dated September 7, 2021 of the Steering Committee for Covid-19 Prevention and Control in Khanh Hoa province.
4. Provincial People’s Committee requests Directors of Departments; Heads of departments , branches , mass organizations , units and enterprises in the province ; Chairmen of People’s Committees of districts, towns and cities strictly and effectively implement the above-mentioned contents at their respective agencies, units and localities. In the course of implementation , if difficulties arise , they must promptly discuss them for handling according to their competence or report , advise and propose competent authorities according to regulations . / .
